Don't know much about how to go about doing this but generally the site features should include the following:

Capability to upload audio, video, written, and picture submissions. Written submissions must be inputted categorized and stored on the server in a standard format.

Paypal type feature

Standard legal agreement which all submitters must sign before a submission is made.

All submissions should be automatically stored daily into a data base for a manual review. Included in this feature should be an automatic screening for offensive and foul language for all written submissions and for all other submissions if possible. Submissions which are flagged should be stored in a separate data base

Submitters should have the option to contact us (email only)

Need sign in and demographics of all users of the website.

Please provide your resume, examples of your work, time table to complete and cost estimate to complete or your hourly rate.
